Group Dispatch: It now requires an additional worker if a group includes contacts more than 1000 in order to mitigate the timeout issue
Dispatch Delay Overhaul: Depending on the gateway delay mechanism the message gets a independent dynamic delay separated by site's users and the Admin, and as well as the channel specific gateways. So, a user or Admin does not have to wait for other dispatches of other gateways.
